CAHC provided comments to Senator Wyden in response to his Commonsense Policy Options to Lower Drug Prices for Patients (RFI).
Our comments recommend lowering patient drug costs by expanding Medicare payment smoothing, basing cost-sharing on net rather than list prices, counting lower cash/direct-purchase prices toward deductibles, stabilizing Part D risk and benchmarks, limiting PBM vertical integration and restrictive contracting, widening pharmacy access, and tightening oversight of prior authorization.
We also urge Congress to pair affordability reforms with policies that protect U.S. biopharmaceutical innovation and manufacturing, including tax and procurement incentives, faster regulatory pathways, and stronger supply-chain security.
