In comments to CMS, CAHC called for the proposed Guarding U.S. Medicare Against Rising Drug Costs (GUARD) Model to be rescinded and, instead, offer a new model based on TrumpRx. Our comments raised concerns about the rule’s effectiveness in lowering prescription drug spending for Medicare beneficiaries. We argue that, as structured, the GUARD Model functions as a pricing intervention rather than a test of delivery system reform.
