Dear Congressman/Senator:
Legitimate concerns over an exploding federal synthroid 80 mg budget deficit and looming synthroid 1000 mcg “fiscal cliff” have prompted some Members of Congress and the Obama synthroid 0.075 mg side effects Administration to propose Medicaid style rebates synthroid 80 mg for the dual eligible and Medicare low income synthroid 1000 mcg subsidy (LIS) populations, which together account synthroid 100 mg daily for 56 percent of Medicare prescription drug spending generic synthroid ingredients. This proposal would require manufacturers of brand synthroid 88 mg side effects name drugs to pay the federal government a rebate on drugs purchased synthroid 1000 mcg by enrollees in the LIS program. On behalf of the undersigned organizations, we are writing synthroid 1000 mcg to register our strong opposition to mandatory rebates synthroid 100 mg daily on prescription drugs in Part D.
The signatories of this letter are a broad based coalition synthroid 350 mcg representing providers, consumers, patients, insurers synthroid 80 mg, and employers. We recognize the urgent need for Congress to reduce the nation’s synthroid 25 mg daily debt and spur economic growth. We believe, however synthroid 100 mg daily, that achieving real savings requires reducing costs synthroid 80 mg, not shifting them onto others. A Part D mandatory rebate synthroid 350 mcg would fail this test.
Specifically, a Part D rebate could:
Increase premiums. Economic studies generic synthroid ingredients have estimated that Part D premiums for most Medicare beneficiaries synthroid 80 mg could increase by 20 to 40 percent synthroid 0.075 mg side effects under the rebate approach. Half of Medicare beneficiaries synthroid 80 mg had household incomes below $21,183 in 2010. Half of those aged 85 and older had incomes synthroid 88 mg side effects under $18,000. The combination of $112 billion in estimated savings synthroid 350 mcg from the proposal, and the growing rebates created generic synthroid ingredients by an expanded Medicaid population will conspire to increase synthroid 350 mcg drug prices and costs. Economic synthroid 350 mcg studies show these costs could synthroid 0.12 mg be passed on to employers, Medicaid and beneficiaries.
Jeopardize savings and patient adherence synthroid 350 mcg to drugs. Less access to affordable prescriptions synthroid 100 mg daily means patients may not take the drugs synthroid 350 mcg they need as prescribed. Because the availability of affordable synthroid 1000 mcg drug coverage is achieving savings of about synthroid 80 mg $1,200 annually per beneficiary in reduced synthroid 350 mcg hospital and skilled nursing facility synthroid 88 mg side effects costs, proposals that increase drug costs synthroid 1000 mcg may lead to higher costs in more expensive settings. In addition synthroid 88 mg side effects to the human toll, Medicare could incur tens of billions synthroid 350 mcg of dollars annually in avoidable complications generic synthroid ingredients and hospital admissions.
Weaken the incentives that have helped dramatically reduce synthroid 100 mg daily the cost of prescription drugs for seniors synthroid 0.01 mg. This year the average Part D premium synthroid 350 mcg came in at less than half the Medicare Trustees’ 2004 projection, and total synthroid 1000 mcg costs for the program were 43 percent lower synthroid 1000 mcg than CBO’s forecast that same year. Earlier this year, the CMS Administrator at the time said Part D is “a competitive synthroid 175 mg side effects market and we’re seeing the effect of good competition among synthroid 88 mg side effects Part D plans take its effect”.
In a Medicare system that is fraught with inefficiencies, Part D has set the standard synthroid 100 mg daily for delivering better value at a lower synthroid 137.5 mcg cost. As health costs have increased elsewhere synthroid 0.12 mg, the average Part D premium, thanks synthroid 100 mg daily largely to competitive bidding, has held steady synthroid 0.01 mg the past three years. This argues for exercising synthroid 80 mg caution in fundamentally changing incentives in a program generic synthroid ingredients that clearly has demonstrated success generic synthroid ingredients on so many fronts.
We strongly urge Congress to reject generic synthroid ingredients any proposals that would undermine the current program’s synthroid 137.5 mcg success in holding down premiums.
