2007 Guest Speakers and CAHC Events

10/04/07

CAHC members heard from Ashley Ridlon, Legislative Assistant to Senator Blanche Lincoln (D-AR), and Michael Bassett, Legislative Assistant to Senator Mel Martinez (R-FL). Michael Bassett explained Senator Martinez's bill, the "Tax Equity amd Affordablity Act of 2007." Ashley Ridlon explained Senator Lincoln's Amendment S.AMDT 2621, to H.R. 976. the SCHIP reauthorization bill. The meeting concluded with updates in regards to SCHIP reauthorization, as well as debate on a "dual approach" method to reauthorizing the program, which includes consumer approaches to making children's health insurance more affordable.

CAHC members met with Andy Chasin, Health Policy Advisor for the Senate Republican Policy Committee, as well as Alex Hecht, Chief Counsel to Ranking Member Olympia Snowe (R-ME) of the Senate Committee on Small Business and Entrepreneurship. Members also heard from Katy Barr, Professional Staff Member to Ranking Member Mike Enzi (R-WY) of the Senate HELP Committee. Discussion and debate was focused on  current legislative proposals seeking to reform health care for small businesses.

CAHC met with Judy Miller, Senior Benefits Advisor to Senate Finance Committee Chairman Max Baucus (D-MT), and Chris Condeluci, Tax Counsel to Ranking Member Charles Grassley (R-IA).

CAHC heard from Becky Shipp, Minority Health Policy Advisor for the Senate Finance Committee who briefed Members on a potential timetable for Committee action on SCHIP reauthorization.

CAHC met with Joe Britton, Legislative Assistant to Senator Ben Nelson (D-ND), Stephanie Carlton, Health Policy Advisor to Senator Tom Coburn (R-OK) and Jerry Regier, Principal Deputy Assistant Secretary for Planning and Evaluation, U.S. Department of Health and Human Services.

11/15/06

CAHC held a briefing on the important role that high-risk pools have in providing affordable health insurance for those with chronic illnesses who do not receive coverage through an employer. The briefing was attended by more than 50 Congressional staff and members of the media and occurred on Capitol Hill. Timing for this event was critical because the Appropriations bills for 2007 do not currently contain any funding for the high-risk pool program. Featured speakers included state high-risk pools administrators from Texas, Mississippi, Minnesota and Maryland. However, the most compelling stories came from two small business owners who told how health conditions made them or their families uninsurable and how high-risk pools had provided critical health coverage. The briefing was also sponsored by two other CAHC members-- the National Association for Health Underwriters and Communicating for Agriculture. See the article from CQ below.

9/25/06 CAHC members and guests met with Julie Goon, the new health policy advisor for the White House, filling Roy Ramthun's position.   Attendees discussed immediate issues of concern, such as the 2007 and 2008 funding for High Risk Pools.  In addition, Ms. Goon sought CAHC input on recommended priorities for the Administration's 2008 budget proposals, including Health Savings Accounts, health care tax credits and the implementation of the  Medicare Modernization Act. 
   
7/17/06 Stephanie Carlton, Legislative Assistant for Senator Tom Coburn (R-OK) (who is one of two physicians serving in the US Senate) and Kelly Childress, Health Policy Advisor for Representative Mike Rogers (R-MI) spoke about their boss’ legislation (S. 3488 and HR 5475) to create more portable health insurance.

CAHC members heard from two House staffers who play pivotal roles in the House leadership and on health issues.  Emily Porter, Health Policy Advisor to newly elected House Majority Leader John Boehner (R-OH), discussed the agenda for House “Health Week” and health issues that could come up during the balance of the 109th Congress.  Shaun Small, Legislative Assistant on Health issues to Representative John Shadegg (R-AZ) discussed Rep. Shadegg’s many bills on health care, but focused on HR 2355  “The Health Care Choice Act.”

   
5/15/06 Chuck Clapton, Chief Health Policy Advisor for House Speaker Dennis Hastert (R-IL), joined CAHC by phone to discuss plans for an upcoming “Health Week” on the House floor.  He also talked through strategy questions with CAHC members on the Speaker’s priorities of expanding HSAs and passage of Representative John Shadegg’s “Health Care Choice Act.”

Days after the White House submitted their budget for 2007, CAHC members met with White House Policy Advisor Roy Ramthun to discuss the details for the Administration’s FY2007 health proposals.  Key health care reporters, including Liz Grover from BNA, Kevin Freking from AP Press Online, Marilyn Werber Serafini from National Journal, and Sarah Lueck from the Wall Street Journal attended the briefing, asking for greater detail on the Administration proposals and reaction from CAHC members.

CAHC members met with key Senate Finance Committee staff members for both the Majority and Minority.  John O’Neil, Pension and Tax Advisor for the Majority Staff and Judy Miller, Tax Advisor for the Minority Staff discussed the Committee’s health agenda for 2006, focusing on possibilities for expanding HSAs, passing health care tax credits, and other ways to reduce the number of uninsured people in America.

9/01/05 Madeleine Smith, Professional Staff Member for the Health Subcommittee of the House Ways and Means Committee talked with CAHC members regarding potential action on health care tax credits, HSAs, and other tax-based incentives to reduce the uninsured.

CAHC met with the Health Legislative Assistants of two freshman Senators, Ann Labelle (Sen. Tom Coburn (R-OK)) and Dora Hughes (Sen. Barack Obama (D-IL)). They briefed the staff member on how market-based solutions like health care tax credits, high risk pools, and Health Savings Accounts can help reduce the number of uninsured Americans.

Meeting to brief CAHC members on the National Health Access Project, a private sector initiative to give employees and part-time workers who do not have access to employer sponsored health insurance another option for coverage. Participants included: Marisa Milton; Associate General Counsel and Director of Government Relations, National Health Access Project. Eric Russman, VP and Executive Director, United Health Group Center. Michael Perlmutter, VP (Uniprise/United Health Group Center).

Press conference on the "Health Coverage for the Uninsured Act of 2005." CAHC’s Executive Director, Laura Clay Trueman, joined with six members of Congress, Sen. Rick Santorum (R-PA), Rep. Sam Johnson (R-TX), Rep. Eric Cantor (R-VA), Rep. Paul Ryan (R-WI), and Rep. J.D. Hayworth (R-AZ) to press for enactment of H.R. 1872 and S. 978. The legislation would create health care tax credits to help those with modest incomes afford health coverage, make HSA premium payments deductible, and give small business owners a tax credit when they contribute money to an employee’s HSA account.

CAHC members met with Sen. Ben Nelson (D-NE) to discuss reinsurance legislation he is developing to make health insurance more affordable to those who own and work in small businesses. CAHC also briefed him on the most recent data on who is purchasing Health Savings Accounts (Teresa Chovan, AHIP), and how Health Care Tax Credits can help people afford health coverage (Jim Frogue, ALEC).

CAHC members met with Rep. Gil Gutknecht (R-MN) to obtain his assistance in having a reserve fund designated for the uninsured in the FY 2006 Budget Resolution.

CAHC hosted a member briefing by officials from the U.S. Department of Treasury and Internal Revenue Service on the implementation of the health care tax credit created by the Trade Adjustment Assistance Act of 2002.

CAHC Board and Steering members held a planning retreat in Cambridge, Maryland. Guest speakers include Joel White, Staff Director of the House Ways and Means Health Subcommittee; Liz Fowler, Chief Health and Entitlements Counsel for the Senate Finance Committee Minority; John Hoff, Deputy Assistant Secretary for Planning and Evaluation at the U.S. Department of Health and Human Services; Grace-Marie Turner, President of the Galen Institute; and Jeff Lemieux, Founder and Executive Director of Centrists.org.

CAHC participated in a press conference with Representative J.D. Hayworth (R-AZ) announcing his introduction of H.R. 4886, a bill that would create health care tax credits to assist individuals and families with low and moderate incomes in affording health insurance.

Kim Monk, Senior Health Policy Advisor to the U.S. Senate Health, Education, Labor, and Pensions Committee speaks at a CAHC meeting on the recently released recommendations of the Senate Republican Task Force on Health Care Costs and the Uninsured. She provided more detailed information on Task Force implementation plans.
